It is not an insurance contract, a rate guarantee, or an approval promise. Underwriting determines the actual cost, category, and whether you qualify; the final policy and what it covers wins out.

Nothing is in force here. A quote request, application submission, or message you send doesn't put coverage in place. A policy is only active once a carrier approves it, you accept it, and you've paid.
